Here are a few things that you should check to to fix this situation...
Our phone lines at 1USA.Com are 100% digital and therefore do not "ring".
If you get an endless ring you are dialing the wrong number
-or-
your call cannot get past your local Phone Company's circuits. (Phone Company equipment failure)
If the computer dials into the phone number OK, but the modems are not negotiating properly, try one of the next
four solutions.
- 1 Reset the modem. If it is an internal modem
restart the computer. If it is an external modem, turn it off and then back on. This is generally caused by Windows and how it pages the upper memory locations. If an upper memory
location is not available when the icon is clicked, Windows will return an error.
- 2 The modem may have been set to connect at
a certain speed. Set the maximum speed to 115,200 and uncheck "Only connect at this speed." You
want the modem to connect at any speed the phone line can handle. The faster the better.
- 3 If there is no dial tone and the checkbox
labeled "Wait for dial tone" is not
checked then Windows will not return a "no dial tone" error. The solution is to check the box for "Wait
for dialtone".

- 4 If the computer dials, and you hear it try
to negotiate a speed with the server, but returns the error "does not answer", make your computer wait
a little longer before connecting by putting commas in front of the access number. Sometimes the computer doesn't wait long enough for the dial tone, and sometimes the Phone Company's
equipment isn't ready to receive immediately. Add in the ,,,,, (commas) to tell the computer to wait until the
phone company can accept the commands, instructions below:
Error Message: The computer you are dialing is not answering.
Cause: Some modems may dial the number without waiting for a dialtone from the Phone Company. Once connected,
the 1USA equipment begins the connection process with a loud screetch that certain modems may not able to interpret
if the two sides aren't "synced".
Solution: Configure the connection to dial four commas in front of the telephone number in order to pause
the handshaking process and avoid disruption.
How to add four commas in front of the phone number:
Double-click the My Computer icon. 
Double-click the Dial-Up Networking icon. 
Click the 1USA icon with your right
mouse button, then choose Properties. 
In the telephone number field, type four commas in front of the number you are dialing.

Click the OK button.
Try connecting to the internet again.
