  1USA Tech Support article:

To skip loading the TSR items in the Startup folder, simply hold the Shift key down during boot-up.

Over the course of time, as people install more programs onto their computers, eventually Windows will begin to hiccup.
(Windows is NOT the fastest operating system to put onto a PC, it is only the best-selling.)
"Illegal Operation" and "Blue Screens" are caused by Windows Memory problems.

The first thing that usually goes kaput is Winsock.DLL - because it's a "W" and it loads last.
(Windows loads the DLL's in alphabetical order)

And since Winsock.DLL is what gives the computer the TCP/IP connection to surf the internet, 1USA usually gets the first phonecall when something doesn't work.

When you turn on the computer, watch the hard drive light stop flickering
before you click to surf the internet.

Windows will display the Desktop WHILE THE REST OF WINDOWS IS STILL LOADING.
You must wait until Windows loads completely
before clicking to activate Winsock.DLL

No question should go unanswered.
1USA doesn't mind at all helping our customers with this.
In fact, 1USA is probably the only
National ISP willing to help customers with computer-related problems - not just Internet-related problems.
Other ISPs have Tekkies that probably know less about computers than
you do - and will refer you to your local Computer Doctor (at a $price) just to answer a few little questions.
Again, 1USA is unique, and we're here to help our 1USA Subscribers... Free, whenever possible.

When you're troubleshooting a problem, it may help to reboot the computer without launching the items in the Startup folder.
To skip loading the TSR items in the Startup folder, simply hold the Shift key down during boot-up.
In some cases, the problem may go away, which indicates that the problem
is a conflict with one of those programs.

Q: What programs are they?
A: Whatever has been installed on the computer over time.
There are only 600 possibilities...

In cases where these TSR (Terminate & Stay Resident) programs have no effect on the problem, skipping the Startup folder may still speed up the reboot considerably, which is convenient if you have to restart repeatedly.
